The SoR is consulting members after the Welsh Government offered a 3% increase on the 2022-23 pay award, backdated to 1 April 2022.
The key elements of the offer are:
A consolidated increase for all Agenda for Change grades of 1.5%, paid in April 2023.
A further non-consolidated (one-off) payment of 1.5%, paid in March 2023.
Unsocial hours payments to be included in sick pay from three weeks instead of six weeks with immediate effect.
A commitment to the principle of pay restoration to 2008 levels and working in partnership to achieve this in coming pay rounds.
A series of other projects with the aim of improving working conditions, recruitment and retention.

Following further negotiations, the Welsh Government has proposed an additional increase to the already implemented 2022-23 pay award. This award applies to all NHS staff currently employed in Wales. Further discussions are anticipated about the 2023-24 pay award due on 1 April.
The offer is detailed in the Welsh Government’s Statement and a briefing document from the SoR.
SoR members based in Wales are asked to indicate if they accept the additional award or wish to reject the award. Please note that this is presented as a final offer by the Welsh Government and, if rejected, we do not feel there will be time or funding to secure additional money from last year’s pay round. After this consultation, discussion will move to the 2023-24 pay round.
